Qualification
Qualification coordinated – delivered by partners
Not every driver arrives fully qualified. We identify what is missing and coordinate the route with driving schools and training providers. Licences and certificates are issued by the competent authorities.
What is missing before operational readiness?
- The route depends on origin, destination, licence issuing country, existing qualifications and the intended work. No automatic legal assessment is made.
- Already presentCredentials that have been evidenced and reviewed for the intended destination and assignment.
- Requires qualificationMissing licences, examinations or professional qualification that need their own training route.
- Requires company inductionVehicle technology, workplace procedures, communication and assignment-specific familiarisation.
The main qualification areas
- The driving licence, professional qualification, evidence of qualification and driver card serve different purposes. Residence and employment permissions are reviewed separately.
- Licence and conversionC/CE and D/DE acquisition or conversion of a foreign licence; any theory and practical examination needs are considered for the individual case.
- Professional driver qualificationInitial or accelerated initial qualification, periodic training and evidence such as FQN/Code 95 are distinct elements. FQN is evidence, not a training course.
- ADR and specialist needsDangerous goods, specialist transport and vehicle-specific training depend on the assignment.
- Language and inductionOccupational language, passenger communication, workplace processes and fleet technology.
Specialist transport: understand the actual requirement
Some assignments need additional knowledge, evidence or workplace instruction. Not every specialist operation requires a separate licence or personal qualification certificate.
- Tanker and dangerous goodsTransport type, ADR questions, product knowledge, tanker technology and operating procedures.
- Food, refrigerated and sensitive goodsTemperature control, hygiene, documentation, quality procedures and customer requirements.
- Building materials and tippersBody types, load securing, site safety and practical experience.
- Waste and municipal operationsSpecialist vehicles, collection procedures, safety and relevant requirements; company obligations and driver requirements are considered separately.
- Heavy and exceptional transportVehicle and load dimensions, load securing, route planning and possible permit or escort questions for the assignment.
Legal sources for specialist transport
The following German legal sources are linked for orientation on the specialist areas above. They are German-language texts and do not replace an assessment of the individual case by the responsible bodies.
- GGVSEB – Dangerous Goods Ordinance (road, rail, inland waterways)German legal source
- StVO § 22 – LoadGerman legal source
- StVO § 29 – Excessive road useGerman legal source
- KrWG § 53 – Collectors, carriers, dealers and brokersGerman legal source
- KrWG § 54 – Permit requirementGerman legal source
- AbfAEV – Notification and Permit OrdinanceGerman legal source
Three different kinds of need
- A gap is not automatically an exclusion: the question is whether and how it can be resolved before the relevant assignment.
- Mandatory for the assignmentRequired credentials, permissions or instruction where applicable. Company induction cannot replace mandatory prerequisites.
- Professional competencePractical experience and knowledge relevant to the vehicle, load or operation.
- Company-specific inductionFamiliarisation with the employer's vehicles, technology, processes and safety standards.
A qualification model must fit the individual route
Concentrated training with suitable external providers may be appropriate. Combining preparation with other employment can only be considered where that particular employment is legally permissible. Neither option is a blanket entitlement to work as a driver while qualifying.
Plan for readiness, not merely a course start
Initial review, qualification planning, mobility, licence and professional qualification, company induction and readiness form a conceptual route. Order, parallel steps and the possible start depend on the individual case.
- The driver's starting pointExisting abilities and evidence, language, destination and preparation needs.
- The employer's contributionRequired readiness window, induction capacity, fleet technology and support for language, qualification and integration.
Plan costs and possible funding early
Training and examination costs, administrative requirements and potential contributions need to be discussed before measures are agreed. Any driver contribution must be legally permissible. Possible funding depends on the person, employment situation and measure; eligibility and amount are decided by the responsible bodies. NOFLEET can coordinate administration in suitable procedures, not guarantee funding.
Training delivered by the appropriate partners
Driving schools, training providers, language schools and other specialists deliver their respective training. The Academy supports occupational language, learning and preparation. NOFLEET coordinates the overall route and does not replace training, examinations or authority decisions.
From initial review to a qualification plan
- 1 · Requirement and driver profileRecord the assignment, vehicle and existing qualifications.
- 2 · Review gapsCompare the profile with requirements for the destination and operation.
- 3 · Plan time and costsDiscuss a realistic framework and any possible funding questions.
- 4 · Coordinate partners and measuresAlign suitable providers and appointments for the individual route.
- 5 · Agree the transitionConnect qualification with induction and the possible start in your business.
Questions about qualification
- When is licence conversion needed? The issuing country, licence class and destination determine the review. Nationality alone is not the answer.
- Is a licence the same as professional qualification? No. Permission to drive and professional qualification are distinct; evidence and the driver card also have their own functions.
- How long does preparation take?Existing credentials, language, examinations, providers and mobility all matter. A time frame is reviewed individually, not guaranteed.
- Can employment or funding be combined with qualification?Only the particular legally permissible employment route can be considered. Funding is a separate case-specific decision by the responsible body.
Detailed topics and an individual discussion
Existing German specialist pages cover C/CE, D/DE, licence conversion, initial qualification, FQN/Code 95, ADR and driver cards. They provide orientation, not a legal decision.
