Third countries

Drivers from third countries – carefully prepared

Drivers from outside the EU often need additional steps. We coordinate them with clear roles – the decisions remain with the competent authorities.

Each third-country route is planned individually

The profile, licence issuing country, qualification, language, destination and responsible bodies determine the route. Citizenship, residence, licence issuer and destination are separate facts. No standard country table or universal recognition outcome is assumed.

A possible overall route

These stages are orientation, not a guaranteed sequence. Not every driver needs every element, and some steps may need to be coordinated differently.

  • Licence, professional driver qualification, FQN/Code 95, driver card and residence/employment permission are distinct topics with separate responsibilities.
  • 1 · Requirement and recruitingDefine assignment, vehicle and employer requirements, then identify and select suitable drivers.
  • 2 · Review documents and prerequisitesConsider licence, qualification, language and supporting documents separately.
  • 3 · Plan the qualification routeIdentify which preparation or qualification steps may be needed for the individual case.
  • 4 · Academy and driving school where neededThe Academy supports language and preparation; driving schools deliver licence-related training.
  • 5 · Residence and employment routeClarify the particular route; decisions remain with the competent bodies.
  • 6 · Mobility and accommodationCoordinate travel and accommodation where needed.
  • 7 · Onboarding and possible startPrepare the transition into the employer's operation once necessary prerequisites are clarified.

Cohort or individual placement

  • No guarantee of duration, costs, funding, recognition, visa outcome, availability or employment start.

Clear responsibilities

Mobility and the transition to the employer

Travel and accommodation may be needed for qualification or employment. NOFLEET coordinates these with the employer and other involved partners; scope and availability are agreed case by case.

Specialist topics need their own review

Licence conversion, initial qualification, FQN/Code 95 and driver-card questions must be distinguished. German legal orientation applies to Germany; Poland and other destinations require separate national review. The existing specialist pages and driver check are currently German-language resources.

Questions about international qualification routes

  • How does this differ from EU placement?Additional questions may arise around licence, qualification, language, residence and employment. Which steps matter is determined individually, not solely by origin.
  • Who decides on conversion, examinations or residence? The responsible authorities and examination bodies. NOFLEET coordinates but does not replace their decisions or provide legal advice.
  • Do I need to hire several drivers? No. Cohorts may suit particular projects, but there is no minimum order and individual placement remains possible.
  • How are the parties coordinated? One point of contact connects employer, driver, Academy, driving school and other involved partners.

Direct placement from Germany or the EU is a separate route when all relevant requirements are present.
